Learner Licence Test: Topics, Pass Mark and Online Test
The learner licence test is a short objective test on road signs, traffic rules, what to do after an accident, unmanned railway crossings and the documents to carry. You pass with at least 60% correct answers. In some states you can take it online from home through Sarathi after watching a road-safety tutorial; elsewhere it is a computer test at the RTO. The number of questions and the time allowed are set by each state.

What does the learner licence test cover?
Rule 11 of the Central Motor Vehicles Rules, 1989 says the test checks that you have adequate knowledge of:
- traffic signs, traffic signals and the rules of the road;
- what a driver must do after an accident that causes death, injury or damage to someone's property;
- the precautions to take at an unmanned railway level crossing;
- the documents you must carry while driving.
The questions are objective (multiple choice). "Adequate knowledge" means answering at least 60% correctly. Revise with road signs and traffic rules, then practise with the free learner licence mock test.
How do I take the learner licence test?
First apply for the learner licence on Sarathi and pay the fee; the learner licence guide has those steps. Then take the test online or at the RTO.
YouSarathi / RTODecision
- Apply for the learner licence on Sarathi and pay
- Does your state offer the online test from home?No: book an LL test slot at the RTO
- Watch the road-safety tutorial in full
- Get your test password by SMS
- Log in and answer the questions
- At least 60% correct?No: pay the retest fee and try again
- Download your learner licence
Online from home
Parivahan says this service is "available in some states only". It usually needs the Aadhaar route when you apply.
- Watch the road-safety tutorial to the end without fast-forwarding, and enter the OTP sent for it (Tamil Nadu's published flow).
- Wait for the test password by SMS. In Tamil Nadu, applicants aged 40 or over get it only after the RTO approves their Form 1A medical certificate.
- On Sarathi, choose your state, then Learner Licence → Online Learners' License Test (STALL).
- Enter your application number, date of birth and the password, then log in.
- Pass the identity check if your state uses one. Uttar Pradesh uses Aadhaar authentication and face recognition.
- Answer the questions. Once you pass, download your learner licence.
Computer test at the RTO
- After applying, go to Appointments → LL Test Slot Booking on Sarathi and choose a date.
- On the day, carry your application printout, the fee receipt and the originals of the documents you uploaded.
- Complete any checks your RTO does. Delhi, for example, also checks for colour blindness and limb movement.
- Take the computer-based test. If you pass, the learner licence is issued; Delhi issues it the same day.
How does the test differ by state?
Only the 60% pass mark is national. These are the state details we could check; others may differ.
| State | What we found |
|---|---|
| Tamil Nadu | Tutorial and OTP, password by SMS, Form 1A approval first if you are 40 or over, 60% to pass, retest from the next day. |
| Uttar Pradesh | Online test with Aadhaar authentication and face recognition; the learner licence can be downloaded straight after passing. |
| Puducherry | 10 questions, 6 correct to pass, 20 minutes. |
| Delhi | Computer test at the RTO with colour-blindness and limb checks; 60% to pass. |
What happens if I fail?
- Pay the retest fee. The central fee for a learner licence test or repeat test is ₹50 (rule 32); your state may charge service charges too.
- In Tamil Nadu you can retake it from the next day. In other states, such as Odisha, you pay and book a new slot.
- Your learner licence application stays open, but plan around your state's rules; we found no national waiting period.
Who doesn't need to take the test?
Rule 11(2) of the Central Motor Vehicles Rules lists four groups who are exempt from the knowledge test:
- someone who already holds a valid driving licence;
- someone whose driving licence expired less than five years ago;
- someone who holds a learner licence issued or renewed after the rules came into force;
- someone with a certificate of adequate knowledge from an institution recognised by the state government.
We could not confirm whether Sarathi skips the test for these groups automatically. If you are asked to take it, ask your RTO and mention rule 11(2).
What if something goes wrong?
| Problem | What to do |
|---|---|
| The STALL login rejects my details | Recheck the application number, date of birth and the password in the SMS. If your state's Learner Licence menu has no STALL option, book an RTO test slot. |
| The test password hasn't come (age 40 or over) | Your Form 1A may be waiting for RTO approval. Check it was uploaded and wait for approval. |
| The tutorial isn't accepted | Watch it again from start to end without skipping. |
| The camera or face check won't let me start | Sit in good light with your whole face visible, and test your camera and microphone first. If it still fails, take the test at the RTO. |
| The test was cancelled midway | Sit alone, use one device and stay inside the exam window. If the test was cut short by a technical fault, ask your RTO how to take it again. |
Frequently asked questions

At least 60% correct answers.
How many questions are there?
It depends on the state. Puducherry, for example, asks 10 and you need 6 right.
