When can you apply for a permanent driving licence?
You can take the driving test only after holding your learner licence for at least 30 days. You must also pass it while the learner licence is still valid, which is 6 months from its issue. Delhi's transport department puts it simply: apply after one month and within six months.
Test slots can be booked out for days or weeks in busy RTOs. Apply soon after day 30 so a failed test still leaves time for a retest before your learner licence expires.
What do you need, and what does it cost?
Documents
- Your learner licence, valid and at least 30 days old (bring the original or the printout on the test day).
- The application you fill in on Sarathi (the learner licence details carry over automatically).
- Photo and signature: taken at the RTO on test day in some states (for example Tamil Nadu), or uploaded with the application.
- For the test vehicle: its registration certificate (RC), valid insurance, PUC certificate and tax papers, and L plates.
- If you trained at a driving school: its certificate (Form 5). From an accredited centre: Form 5B (see below).
- Form 1A medical certificate if your state asks for it (for transport vehicles always; many states also from age 40).
Fees
| Fee item | Central fee | What some states charge |
|---|---|---|
| Driving test (or repeat test), per vehicle class | ₹300 | Delhi: licence ₹200 + smart card ₹200 = ₹400, plus the test fee. Tamil Nadu: ₹800 for one class, ₹1,100 for two. |

What happens on the driving test day?
Bring these
- Your learner licence (original or printout) and the slot receipt.
- An identity document with photo.
- A vehicle of the class you are being tested for, in good condition, with L plates.
- That vehicle's RC, valid insurance, PUC certificate and tax papers.
- Helmet for a two-wheeler test; wear the seat belt in a car.
- Form 5 or Form 5B if you trained at a driving school or accredited centre.
At the RTO your documents and photo are checked first. Then an inspector (or an automated track with cameras and sensors) watches you drive. What you do depends on the vehicle:
Two-wheeler test
Most RTOs use a marked track, often a figure-of-eight, where you ride slowly through tight turns without putting a foot down or crossing the lines. Some states add a short road ride or a narrow straight lane.
- Wear a helmet and fasten it.
- Look over your shoulder and signal before you move off and before every turn.
- Keep a steady, slow speed; balance with the throttle and rear brake, not your feet.
Car test
The rules ask you to show that you can control the car: moving off and changing gears, slowing and changing down, reversing into a limited opening, and turning the car round using forward and reverse gears. RTOs test this on their own layouts, such as an H-shaped or S-shaped track, parallel parking and a slope.
- Wear the seat belt, adjust the mirrors and seat before you start.
- Signal and check mirrors before every move.
- On a slope, hold the car with the handbrake and move off without rolling back.
- Reverse slowly; don't touch the poles, kerbs or lines.
Why people fail
From the manoeuvres tested, these are the usual mistakes: touching a line, pole or cone; putting a foot down on the two-wheeler track; rolling back on a slope; not signalling or not checking mirrors; stalling repeatedly; and missing the seat belt or helmet. Practise the track layout of your RTO before the day; driving schools often have the same layout.
On automated tracks (used in Delhi and some other states), sensors and cameras mark the result. You can't argue with the machine, so practise until you can do each manoeuvre without touching anything.
What happens after the test?
You passed
The RTO then approves the application. You can follow it on Sarathi under Application Status. Once approved, the licence is printed as a smart card and posted to you, and it appears in DigiLocker and mParivahan.
You failed
Pay the retest fee (₹300 per class) and book a new slot. Each state sets how long you wait. Tamil Nadu, for example, allows a retest after 7 days, and after three failures you wait 60 days.
Keep an eye on your learner licence's expiry date. If it runs out before you pass, you have to get a new learner licence first.
Can a driving school's certificate replace the RTO test?
Only an accredited one. Since 1 July 2021 the rules allow Accredited Driver Training Centres (ADTC), approved by the state transport authority, with simulators and a dedicated test track. If you complete the course and pass its test, the centre issues a certificate in Form 5B, and that certificate exempts you from the RTO driving test. The RTO still issues your licence.
An ordinary driving school gives a Form 5 training certificate. That shows you trained, but you still take the RTO test. In June 2024 there were claims that, from 1 June, private driving schools could issue licences or that the RTO test was ending. The Ministry of Road Transport clarified that only an accredited centre's Form 5B exempts you from the test, and that the RTO still issues the licence.
When and how does the driving licence arrive?
- On your phone first. As soon as the licence is issued you can add it to DigiLocker or the mParivahan app. A licence fetched there is legally equal to the card.
- The card by Speed Post to the address on your application. Track it on Sarathi: Others → Track Dispatch Article Status.
- How long? There is no fixed national time; it depends on your RTO's printing and the post. If nothing arrives in a few weeks, check the dispatch status, then contact the RTO.
You can also print your licence details on Sarathi under Driving Licence → Print Driving Licence.
How do you add a car or a bike to your existing licence?
Adding a class (an "endorsement") follows the same route as a new licence, for that one class:
- Get a learner licence for the new class on Sarathi (you take the learner test again).
- After 30 days, apply to add the class: Driving Licence → Services on DL (or Others → Add Class of Vehicles in some states).
- Book and pass the driving test in that vehicle.
| Fee item (central) | Amount |
|---|---|
| Learner licence for the new class + learner test | ₹150 + ₹50 |
| Driving test | ₹300 |
| Adding the class to your licence | ₹500 |
| Total | ₹1,000 plus state charges |
Your existing classes stay on the licence. If you are adding a transport class, or if your state asks for it at your age, you also need a Form 1A medical certificate.
What can go wrong, and how do you fix it?
| Your situation | What it usually means | What to do |
|---|---|---|
| Sarathi won't let you book a test | Your learner licence is less than 30 days old, or you used the learner application number | Wait until day 31. Use the application number of the driving licence application (Others → Find Application Number). |
| No test slots for weeks | The RTO is fully booked | Check daily for cancellations, early in the morning. Ask whether another RTO in your area can test you, or consider an accredited training centre. |
| Sent back at the gate on test day | Vehicle papers missing or expired (RC, insurance, PUC), or no L plates | Carry valid papers for the test vehicle. Book a new slot. |
| Failed the test | A manoeuvre error: touching lines, rolling back, no signal | Practise the RTO's track layout, pay ₹300 and book a retest after your state's waiting period. |
| Learner licence expires before you pass | Six months are over | Get a new learner licence (Sarathi: Expired Learner Licence Issue Again where available), then apply again after 30 days. |
| Fee debited but status "failed" | The bank's confirmation didn't reach Sarathi | Use Verify Payment Status before paying again; then File Your Grievance with the bank reference. |
| Passed weeks ago, card not received | Printing or postal delay, or a wrong address | Check Track Dispatch Article Status; use DigiLocker meanwhile; contact the RTO or file a grievance. |
| Wrong class, name or date of birth on the licence | Data entry error | Apply for a correction through Services on DL, with proof. Contact the RTO if the error was theirs. |
| A school says "no RTO test needed" | It gives Form 5, not Form 5B | Only an accredited centre's Form 5B exempts you; ask for proof of accreditation. |
Frequently asked questions
How soon after the learner licence can I get a permanent licence?
You can take the driving test 30 days after your learner licence was issued, and you must pass before the learner licence expires at 6 months.
What is the fee for a permanent driving licence?
The central fee is ₹300 for the test per class, ₹200 for the licence and ₹200 for the smart card: ₹700 for one class. States add charges; for example Tamil Nadu charges ₹800 in total for one class.
Can I take the test in my own vehicle?
Yes. Bring a vehicle of the class being tested, with its RC, valid insurance, PUC certificate and tax papers, and L plates.
Can a driving school certificate replace the RTO test?
Only a Form 5B certificate from an accredited driver training centre does. A Form 5 from an ordinary school does not.
I failed the driving test. When can I retake it?
Pay ₹300 per class and book again after your state's waiting period. In Tamil Nadu it is 7 days, and 60 days after three failures.
How do I track my driving licence?
On Sarathi: Others → Track Dispatch Article Status for the card in the post, and Application Status for the approval.
Is the DigiLocker copy valid before the card arrives?
Yes. A licence fetched into DigiLocker or mParivahan from the transport department is treated as equal to the original. A photo of the card is not.
Can I have a bike and a car on the same licence?
Yes. Choose both classes on your learner licence and take a test for each; each test costs ₹300. You get one licence with both classes.
How do I add a car to my two-wheeler licence?
Get a learner licence for LMV, wait 30 days, then apply to add the class and pass the car test. The central fees come to ₹1,000.
How long is the permanent licence valid?
For a private licence it depends on your age when it is issued: if you are under 30, until you turn 40. See licence validity and renewal.
