NRI and Foreign Driving Licence: Convert, Renew or Drive in India
If you are an NRI with an Indian driving licence, it stays valid throughout India until its expiry date; renew it on Sarathi, and use an International Driving Permit to drive abroad. If you hold a foreign licence and will live in India, apply for an Indian licence: the law waives the driving test for the same class of vehicle, but you still give a medical certificate, and transport vehicles need a test. Foreign visitors can drive in India during their stay with a valid International Driving Permit from their home country, carried with their own licence.

Which case is yours?
You live abroad and hold an Indian licence
- Your Indian licence lets you drive anywhere in India until it expires.
- To drive abroad, get an International Driving Permit, or a local licence if you settle there.
- Renew on Sarathi before it expires; see NRIs.
You hold a foreign licence and will live in India
- Apply for an Indian licence. The driving test is waived for a non-transport class you already hold abroad.
- You still give a medical certificate and the usual documents; see converting.
You are visiting India
- Drive with a valid International Driving Permit from your home country, plus your own licence and passport.
- See foreign visitors.
What should an NRI with an Indian licence know?
Driving in India on a visit home
- Your licence is valid throughout India (section 13 of the Motor Vehicles Act) until its expiry date.
- Check the expiry date before you travel, and read the grace period note: don't plan to drive on a licence that has expired.
- Carry the card, or keep it in DigiLocker or mParivahan.
Renewing while you live abroad
- You can apply on Sarathi from one year before the expiry date. Any licensing authority can renew it. The full steps are in the renewal guide.
- The Aadhaar OTP goes only to the Indian mobile number linked to your Aadhaar. Keep that number active, and make sure the mobile number on your licence is current.
- From age 40 you need Form 1A from a registered medical practitioner. Ask the RTO whether it accepts a certificate from a doctor abroad.
- If it has been expired for more than a year, you must pass the driving test again. See expired licence.
Driving in the country where you live
- For visits and short stays, carry an International Driving Permit with your Indian licence. Its validity and renewal from abroad are on that page.
- An IDP stops being valid in a country once you make your normal residence there. After that you need that country's licence.
- Some countries let you exchange an Indian licence. Indian missions can help: the Embassy of India in Warsaw, for example, issues a driving licence certificate for converting an Indian licence into a Polish one, after checking it on Parivahan. Ask your nearest mission.
How do you convert a foreign licence to an Indian one?
India has no separate conversion form. You apply for an Indian driving licence in the normal way, and the Act removes the driving test if you show that you hold a licence for the same class of vehicle issued by a competent authority of a country outside India (section 9(3)). You must still meet the medical certificate rule of section 8(3).
- Non-transport only. Telangana's transport department, for example, applies the exemption to non-transport classes and says the driving test is a must for transport vehicles.
- Learner licence. State pages still list a learner's licence for a fresh licence and do not say clearly whether a foreign-licence holder can skip it. Ask your RTO before you apply.
- Same class. A foreign car licence does not exempt you from the test for a motorcycle. Check the Indian licence classes.
Indian citizen returning with a foreign licence
- Give your proof of age and of your address in India. Telangana accepts a passport for both.
- If you once held an Indian licence that has been expired for more than a year, the RTO will still renew it only after a test. See expired licence.
Foreign national living in India
- Form 2 and the rules ask foreigners for proof of legal presence in India, in addition to proof of residence.
- A passport is accepted as proof of age and address in states such as Telangana.
- We found no central list of which visas or permits count as proof of legal presence. Ask the RTO.
YouSarathi / RTOFee or decision
- Ask your RTO which documents it needs, and whether you need a learner licence first
- On Sarathi, choose your state and apply for the licence
- Upload your foreign licence, ID, address proof and medical certificate
- Pay the fees and book a slot to show the originals
- Same non-transport class as your foreign licence? No: take the driving test
- The RTO checks the originals and issues the licence without a test
- Call or visit the RTO for your address in India. Ask which documents it needs, whether a translation of your foreign licence is required, and whether you need a learner licence first.
- Open Sarathi, choose your state and use Apply for Learner Licence or Apply for Driving Licence, as the RTO tells you. The general steps are in the driving licence guide.
- Upload the documents and the medical certificate, pay the fee and book a slot.
- At the RTO, show your original foreign licence and passport and ask for the test exemption under section 9(3).
Documents to collect
- Your original foreign driving licence and a copy, with a translation if the RTO asks for one.
- Passport (and visa or residence permit if you are a foreign national).
- Proof of address in India, and proof of legal presence in India for foreign nationals.
- Form 1 self-declaration, or Form 1A medical certificate if you are 40 or over or want a transport class.
- Recent photographs and the fee receipt.
Can foreign visitors drive in India?
Yes. The Ministry of Tourism says foreign visitors with a valid international driving permit can drive in India during their stay, and that you can rent a vehicle. India is a party to the Geneva Convention on Road Traffic, 1949, under which these permits are issued.
Holiday or short visit
- Get the IDP in your home country before you travel. Indian RTOs issue IDPs only on Indian licences.
- Carry the IDP together with your national licence and passport. The IDP is a translation of your licence, not a licence on its own.
- Indian embassies warn that driving in India can be hard for visitors, with traffic that does not always follow the rules. Read the Indian traffic rules and road signs before you drive; traffic keeps to the left.
Working or living in India
- If you are settling in India, apply for an Indian licence. Your foreign licence exempts you from the driving test for the same non-transport class; see converting.
- Ask the RTO how long it accepts your IDP while your Indian licence is pending. We found no official figure.
Driving without an effective licence is an offence under section 3 of the Motor Vehicles Act. If you are in an accident, see what to do after an accident.
What can go wrong, and how do you fix it?
| Your situation | What it usually means | What to do |
|---|---|---|
| NRI: renewal OTP never arrives | The OTP goes to the Indian number on Aadhaar or the licence | Keep the Indian number active, or use the non-Aadhaar route at the RTO. See mobile number update. |
| NRI: licence expired more than a year ago | Renewal now needs a driving test | Apply for renewal, pay the late fee and book the test during your visit. |
| RTO asks for a driving test despite a foreign licence | Different class, or a transport class | Check that your foreign licence covers the same class. Transport classes always need a test. |
| Foreign licence not in English | The RTO can't read it | Ask the RTO what translation or verification it accepts. |
| Visitor asked for an Indian IDP | Indian IDPs are only for Indian licences | Get the IDP from your home country's issuing body before you travel. |
| Foreign national: address proof rejected | Proof of legal presence missing | Add your visa or residence permit with the passport. |
