RC Address Change and Correction: Form 33, Fees, VAHAN Steps
If you move house, the law gives you 30 days to report your new address for the vehicle's registration certificate (RC). You apply in Form 33, online on VAHAN or at the RTO, and the fee is half the registration fee (for example ₹300 for a private car under the central table). Other details on the RC can only be changed in set ways: a new owner goes through transfer of ownership, and a change to the vehicle itself, such as a CNG kit or a new engine, must be reported within 14 days as an alteration.

What can you change on an RC, and how?
Each kind of change on the RC has its own route. Pick the row that matches yours:
| What changes | Route | Time limit |
|---|---|---|
| Your address | Change of address, Form 33 | 30 days (section 49) |
| Your mobile number | Mobile number update on VAHAN | None set |
| The owner (sale, gift, death, auction) | Transfer of ownership, Forms 29 to 32 | 14 to 45 days (section 50) |
| Loan added or repaid | Form 34 to add it; Form 35 to remove it | None set |
| The vehicle itself (CNG or electric kit, engine) | Alteration, reported with the RC | 14 days (section 52) |
| The state where it is kept | New registration mark, Forms 28 and 27 | After 12 months there (section 47) |
| A lost or torn RC card | Duplicate RC, Form 26 | None set |
What you can't change: you can't make the vehicle's particulars differ from what the manufacturer specified, except for the alterations the Act allows (see changes to the vehicle). And you can't use a "correction" to put the vehicle in another person's name: that is always a transfer of ownership.
How do you change the address on your RC?
Section 49 of the Motor Vehicles Act says that within 30 days of changing your home or place of business, you must report the new address and send in the RC so the new address can be entered. Since 2019 you can do this online. Where you apply depends on where you moved:
New address in the same state
- Apply to the registering authority (RTO) that issued the RC, choosing that RTO on VAHAN.
- Many states don't inspect the vehicle for a move within the state. Odisha, for example, says no physical inspection is needed.
- The registration number stays the same.
New address in another state
- Section 49 lets you report the new address to any registering authority in the new state. That RTO tells the original one.
- Expect stricter checks: Odisha, for example, verifies the address proof against the original and inspects vehicles that come from other states.
- If the vehicle stays in the new state for more than 12 months, you must also get a new registration number there, with an NOC from the old RTO. See moving a vehicle to another state, which also covers road tax.
When you don't need to report: a temporary absence that you don't expect to last more than six months, or a vehicle that is neither used nor moved from the address on record.
Reporting late: instead of prosecuting you, the RTO can accept an amount of up to ₹500. Each state sets its own amounts, which can rise with the length of the delay.
Your driving licence is a separate record on Sarathi. Update it too: see licence correction.
What documents and fees do you need?
- Form 33, signed by the registered owner. Only the registered owner can apply.
- The original RC.
- Proof of the new address, self-attested. Odisha, for example, accepts Aadhaar, a voter ID, a bank passbook with the address, a government pay slip or ID card, or a passport.
- Valid insurance and PUC certificate (asked for by Punjab and Jharkhand, among others).
- PAN card copy or Form 60 (Punjab).
- Financier's NOC if the RC shows a loan (hypothecation).
The central fee for a change of residence is half the registration fee in the rule 81 table, as published by Andhra Pradesh:
| Vehicle | Change of address fee |
|---|---|
| Motorcycle | ₹150 |
| Car or other light vehicle, private | ₹300 |
| Light vehicle, transport | ₹500 |
| Medium goods or passenger vehicle | ₹500 |
| Heavy goods or passenger vehicle | ₹750 |
States add smart card, service and postal charges, so VAHAN shows the total before you pay.
How do you apply for a change of address on VAHAN?
YouVAHAN / RTOFee or decision
- Clear pending challans and get the financier's NOC if there is a loan
- On parivahan.gov.in open Vehicle Related Services and choose the state and RTO
- Enter the registration number and verify with the OTP sent to the RC's mobile number
- Choose the change of address service and enter the new address
- Pay the fee and upload or print Form 33 and the documents
- Aadhaar authentication used? No: book a slot and take the documents to the RTO
- The RTO approves and the RC shows the new address
- Open VAHAN citizen services (or parivahan.gov.in → Online Services → Vehicle Related Services) and choose the state and RTO.
- Enter the registration number. VAHAN sends an OTP to the mobile number on the RC, so update it first if it has changed.
- Pick the address change service. The Ministry's list calls it Change in Address in Certificate of Registration; the label on your state's screen may differ slightly.
- Enter the new address, pay the fee, and upload the documents.
- With Aadhaar authentication (voluntary), states such as Odisha approve it without a visit. Otherwise book a slot and take Form 33, the RC and originals to the RTO.
- Track the application on VAHAN until it is approved.
✔ You'll know it worked when the RC details on VAHAN, mParivahan or DigiLocker show the new address. Keep the receipt until then.

Can you change the owner's name or fix other mistakes?
Your name changed (marriage, gazette)
- The Ministry's list of online RC services (2022) includes address change but no name change, and we found no central form for it.
- Ask the RTO that registered the vehicle how it records a change in the owner's own name and what proof it wants.
- Change the name on your driving licence and with your insurer as well, so the records match. Aadhaar or PAN name changes are covered on our Aadhaar and PAN sister sites.
The vehicle should be in someone else's name
- Moving the RC to a spouse, child or buyer is a transfer of ownership, not a correction: Forms 29 and 30.
- If the owner has died, the heir applies in Form 31 within 3 months.
The RC has a mistake
- If the RC shows a wrong spelling or a wrong number that doesn't match your papers, go to the RTO that issued it with the RC and the papers that show the right details.
- No central online service for this was found, so the RTO decides how to correct its own record.
- If the card is fine but lost or torn, you need a duplicate RC instead.
What about changes to the vehicle itself?
Section 52 of the Motor Vehicles Act, as the Supreme Court read it in 2019, sets the rules:
- Not allowed: altering the vehicle so that its RC particulars differ from those the manufacturer specified. "Alteration" means a change in the structure that changes a basic feature. State rules can't permit what this bars.
- Allowed: converting the engine to another fuel, such as LPG, CNG or battery, with an approved conversion kit, under the conditions the rules set. The Central Government can also allow other alterations for a specific purpose.
- Report it within 14 days to the registering authority where you live, with the RC and the fee, so the RC can be changed. The central fee for recording an alteration is half the registration fee (₹300 for a private car).
- If the vehicle is on hire-purchase, the person using it needs the registered owner's written consent before altering it.
For what counts as legal, see our vehicle modifications guide.
What can go wrong, and how do you fix it?
| Your situation | What it usually means | What to do |
|---|---|---|
| Service blocked or "Not to be Transacted" | A pending challan on the vehicle | Pay or contest the challan, then apply again. |
| OTP goes to an old number | The RC still has your old mobile | Update the mobile number first. |
| RTO asks for the bank's NOC | The RC still shows a loan | Get the financier's NOC, or remove the loan if it is repaid. |
| Aadhaar check fails | Name or details differ from the RC | Use the route with an RTO visit and documents. |
| Application rejected | Someone other than the registered owner applied | The registered owner must apply, with their own Aadhaar if used. |
| Address proof refused | The address is outside that RTO's area | Choose the RTO that covers the new address. |
| Challans or letters go to the old address | The RC was not updated | Apply now. A late report can cost up to ₹500, set by your state. |
Frequently asked questions
Which form is used to change the address on an RC?
Form 33, with the original RC and proof of the new address.
How long do I have to change the address?
30 days from the move, under section 49. A temporary absence of up to six months doesn't count.
What is the fee?
Half the registration fee under the central table: ₹150 for a motorcycle and ₹300 for a private car, plus state charges.
Does my registration number change?
Not for a move within the state. A vehicle kept in another state for more than 12 months needs a new number there.
Can I change the address online without visiting the RTO?
Often yes, if you use Aadhaar authentication and your state offers the contactless mode. Otherwise you book a slot and visit the RTO.
Can I change the owner's name on the RC?
No central name-change service was found; ask your RTO. Putting the vehicle in another person's name is a transfer of ownership.
I fitted a CNG kit. Do I need to tell the RTO?
Yes, within 14 days, with the RC and fee, and the kit must be an approved one.
Can someone else apply for me?
The address change is applied for by the registered owner; Odisha, for example, tells RTOs not to accept applications from anyone else.
