Tractor Driving Licence: Which Class, Farm vs Commercial Use

You need a driving licence to drive a tractor on any public road. Under the Motor Vehicles Act a tractor with an unladen weight of up to 7,500 kg is a light motor vehicle, so an LMV licence covers it from age 18. Form 2 also has an "Agricultural tractor and power tiller" option, and some RTOs put tractors on the licence that way. If the tractor pulls a trolley carrying goods for hire, it becomes a transport vehicle. The Supreme Court has held that an LMV licence still covers that within the weight limit, but the registration, permit and age rules for transport vehicles can apply.

Which licence class lets you drive a tractor?

The Act defines a tractor as a motor vehicle that is not itself built to carry any load. Which class you need depends on its unladen weight, shown on the RC:

TractorWhat the law calls itLicence
Unladen weight up to 7,500 kgLight motor vehicleLMV, from 18. Form 2 also offers "Agricultural tractor and power tiller" under Others
Unladen weight over 12,000 kgHeavy goods vehicleTransport vehicle class, from 20
Power tillerListed with agricultural tractors under Others on Form 2Ask your RTO which class it issues

Registration follows the same line: a 2024 Tamil Nadu circular, for example, gives a farm tractor's class of vehicle as "LMV Agricultural Tractor". So if you already hold an LMV licence for a car or jeep, you can drive a farm tractor on it. If you have only a motorcycle licence, add a class first (see below). Codes and the other classes are in licence types.

Does it matter whether you use the tractor on the farm or for hire?

Farm work and your own goods

  • The tractor is a non-transport vehicle. Telangana's vehicle categories, for example, list "Tractor" only under non-transport.
  • You need an LMV licence (or the agricultural tractor class), from age 18.
  • Form 1 self-declaration of fitness; Form 1A only from age 40.
  • Some states give farm tractors tax relief. Rajasthan, for example, has exempted agricultural tractors and combine harvesters from one-time tax since 9 March 2011.

Carrying goods for hire

  • A vehicle used to carry goods is a goods carriage under the Act, and so a transport vehicle. In Sant Lal v. Rajesh (2017) the Supreme Court treated a tractor pulling a goods trolley as "transport vehicle of the category of light motor vehicle".
  • Within 7,500 kg the driver's LMV licence is still enough, with no endorsement. The 2024 Constitution Bench confirmed this for every transport vehicle in the LMV class.
  • The minimum age to drive a transport vehicle is 20 (section 4(2)).
  • The vehicle side changes: transport registration, permit and tax. Ask your RTO before you start hauling for others. See commercial vehicle permits.

What about trailers and trolleys?

A trailer is any vehicle drawn by a motor vehicle, other than a semi-trailer or side-car. A tractor trolley is a trailer.

  • Registration: a trailer is registered on its own. Telangana lists trailers under transport vehicles, and only "trailors to carry personal effects" under non-transport. Odisha registers a "commercial trailer for Tractor" at the RTO, not at the dealer.
  • Licence: Form 2 lists "Trailers" under Others. For a tractor pulling a goods trolley within 7,500 kg, the Supreme Court held that an LMV licence is enough. Ask your RTO whether it wants a separate class for heavier combinations.
  • Tax: set by your state. Rajasthan, for example, charges a trailer 0.30% of the cost of the vehicle that pulls it.
  • Insurance: check with your insurer that the policy covers the trailer and the way you use it. See insurance claims.

How do you get a licence to drive a tractor?

You have no driving licence

Apply for a learner licence for LMV (or the tractor class your RTO offers) on Sarathi, practise for at least 30 days, then take the driving test. The full steps are in the learner licence and new driving licence guides.

You have a motorcycle licence

Add the LMV class: get a learner licence for it, wait 30 days and pass the driving test. Steps and fees are in adding a class.

You already have an LMV licence

For a farm tractor within 7,500 kg you need nothing more. Keep your licence and the tractor's RC and insurance with you.

Frequently asked questions

Can I drive a tractor on my car licence?

Yes, if its unladen weight is 7,500 kg or less. The Act counts such a tractor as a light motor vehicle.

Do I need a licence to drive a tractor only on my farm?

The licence rule applies to public places. As soon as you take the tractor onto a road, you need one.

What is the minimum age for driving a tractor?

18 for farm use. If the tractor carries goods for hire as a transport vehicle, the minimum age is 20.

Is a tractor a commercial vehicle?

Not when used for your own farm work. Pulling a trolley with goods for hire makes it a goods carriage, which is a transport vehicle.

Do I need a separate licence for the trolley?

For a tractor-trolley within 7,500 kg, the Supreme Court held that an LMV licence is enough. The trolley itself needs its own registration.

Which class is "Agricultural tractor and power tiller"?

It is one of the options under "Others" on Form 2. Some RTOs use it; an LMV licence also covers tractors within the weight limit.
